Higgs told BBC Radio Bristol: "Stuart will be here next season.
"He isn't definitely going to take the team on next season. I'm not going to commit myself one way or another at the moment," he added.
Rovers still have a mathematical chance of avoiding relegation, but have resigned themselves to life in League Two as their their goal difference is 16 worse than 20th-placed Walsall, who are three points ahead of them.
Campbell has presided over an upturn in results since
his appointment until the end of the season following the departure of Dave Penney in March.
Higgs said talks with 33-year-old Campbell about his future role at the Memorial Stadium were on the agenda.
"I need to sit down and talk to Stuart about what capacity he'll be here next season," he said.
"To date we haven't done that, we've had a number of conversations and each time we've said we'll leave it until the end of the season when the dust has settled.
"We will be discussing things, we will be looking at all our options and we will be deciding the best way forward for the football club."
Higgs said a decision on the club's retained list for next season would be taken once the managerial issue had been resolved.
"Any team that gets relegated would expect departures, at what level will be down to whoever assumes the new manager's role which, hopefully, we'll sort out in the next couple of weeks," he added.
