Bolger will serve a one-match ban due to his sending off for two bookable offences during the 3-1 defeat at Rochdale in midweek.
The youngster will join experienced centre-back David McCracken, who is still struggling with a hamstring problem, on the sidelines, so either James Tunnicliffe or Carl Regan will be handed the chance to impress.
However, Penney looks unlikely to make further changes after reiterating his intention to keep a settled team.
He told the club's official website: "We are trying to keep as steady and as rigid as we can and keep the same players in, but at the back we are going to have to change it again. It's an opportunity for someone else to come in."
Rovers will be looking to end a run of four league defeats in a row.
